This policy paper introduces ‘the Social Innovation Cycle’: A multi-level social innovation framework capturing the interdependencies of innovation and change across multiple strata of the urban environment to mitigate power asymmetries and reduce marginalisation. In doing so, I delineate where policy implementation can be directed for holistically developing the Smart City. The paper demonstrates that Smart City policy should target the intersection of sources of innovation and loci of change in pursuit of human-centricity.
